Goal: To provide each female athlete that enters the SOSLI, an equal opportunity to enjoy herself, as well as to improve her softball skills.

 

Mission: To provide each age division with as many equal teams that play fairly, with the utmost importance in good sportsmanship.

 

2010

 

By Laws and Amendments

 

I. Officers

A. President- 2 year term. Voted in by majority vote of District Representatives.

B. Vice President- 2 year term. Voted in by majority vote of District Representatives.

C. Secretary- 2 year term. Voted in by majority vote of District Representatives.

D. Treasurer- 2 year term. Voted in by majority vote of District Representatives.

E. Trustees- 2 year term. Voted in by majority vote of District Representatives.
                                (maximum 7 Trustees)

F. District Representatives- One person appointed from each District.

                                1. Nominations are made at the August meeting, and voted upon in

                                    September.

                                 2. Any one nominated for a higher Officer than
                            District   Representatives, must have attended three (3) meetings
                           prior to the August meeting.       

II. Powers of Officers

A. President-

                       1. President will preside over all League meetings.

2. President has the power to make any decision on League matters  

    until a League  meeting is held.

3. All financial matters are to be approved by the President.

4. If an even number of District Representatives vote on a League matter
               and the vote ends up in a   tie, the President will be the tiebreaker.

Exception: If the matter at hand involves a team from the

President’s District, the Vice President will be the tiebreaker. If  

none, the line of succession will be followed, President, Vice President, Secretary and Treasurer.  Then majority of remaining trustees not involved in the matter to vote on the tie, even if already voted as a rep.

5. The President will be the only one to hold an official telephone/

    e-mail vote from  the District Representatives.

6. Will be the enforcer of all actions handed down by his/herself & the

     Officers , District Representative and Trustees.

a. Will contact the District Representative and the Coach (es) affected.

7. Can grant an appeal brought forth by a District Representative  
 contesting the decision of a protest made by the Trustees. The President will form a committee from Offices and District Representative; The President may preside over the committee. The appeal must be filed according to League rules and submitted with a one hundred dollar filing fee. All decisions must be in writing and supported with the current year ASA Rule Book. This decision is finale with no appeal.  Money will be refunded if appeal is over turned.

 

B. Vice President-

1. Presides over meetings when the President is not present.

2. Decides tie breakers among a District Representative vote that is tied     
                  on League matters, when the President is not present, or unable, due 
                  to unlimited circumstances.

3. Will be Chairman of any Committees formed by the League.

4. Will assign Trustees to Mid Season Tournament sites, and to which

    day(s) a  Trustee is to be in attendance at the End of Season

    Tournament.

5. Will have the authority to substitute a Trustee’s position with an

     Officer or a District Representative, when the required numbers of 
                Trustees are unable to attend any League Tournament.

 

 

C. Secretary-

1. Records the minutes at all monthly meetings.

2. Files all contracts, rosters, insurance papers, birth certificates, and ASA

    papers, among other papers.

3. In charge of keeping the master schedule, making all age division schedules, 

    and conducting the scheduling meeting unless otherwise appointed to another Board Officer.

4. Standings are kept by the Secretary, unless otherwise appointed to another

Board Officer, District Representative or Trustee , with majority
                approval of District Representative.
           5. Decides tie breakers among a District Representative vote that is tied     
                on League matters, when the President and Vice President are not present, or unable, due 
                to unlimited circumstances.

 

C. Treasurer-

1. Is to keep all League financial status up to date.

a. Is to give a monthly status with bank statement at the monthly

   District meetings.

2. Is to turn in financial status at every League meeting.

3. Is to take all bids for outside products purchased.

4. Decides tie breakers among a District Representative vote that is tied     
    on League matters, when the President, Vice President and Secretary are not present, or   

    unable, due to unlimited circumstances.

 

D. Trustees-

1. Are to make judgment on any protest brought forth by any District Representative, once submitted in the correct format to the League. Trustee’s decisions will be made in accordance to the current year S.O.S.L.I. By Laws , Game Specs and then  ASA Rule Book. All decisions are final. All decisions must be in writing, and referencing the section of the S.O.S.L.I By Laws , Game Specs and then ASA Rule Book used in making the decision. The written decision is to be submitted to the President, so that he/she may enforce the ruling.   S.O.S.L.I. By Laws and Game Specs supersede all ASA Specs.

2. Are to preside over all tournaments as Tournament Marshall.

                                a. Must have three (3) present for Mid-Season Tourney.

.                               b. Must have four (4) present for End-of-Season Tourney.

                                                1. If none present, an alternate may be assigned.

                                                a. Alternates include:

                                                                                1. District Representative.

                                                                                2. District Association President

                                                                                3. Any League Officer

                                                b. If none of the above is present, the tournament will not

                                                  be held.

4. Will enforce all laws, by-laws, and amendments according to ASA and

    SOSLI  regulations, during all League Tournaments.

                 a. S.O.S.L.I. By Laws and Game specs supersede all ASA Rules.

5. Will not have vote on by laws, amendments and/or other issues brought to League meetings.

 

E. District Representative-

1. District Representatives are to present any information needed by the League from their respective District.

2. Will vote on League matters at any meeting, League matters include but are not limited too:  By-Laws, and Amendments of the League and game specs.

3. Are to bring forth any Protests from Regular season play from their District.

4. Are to bring all of the Rosters and Birth Certificates to the meeting when

    due.

5. Will be present for the scheduling meeting to determine dates playable for

     their District teams.

6. Are to make sure that any action taken handed down by the League, be

    enforced by any player, coach, and/or spectator.

                                a. Failure to due so will result in probation, removal from position,

                                    and/or removal from the League.

F. All Officers, Trustees and District Representative have the right to eject any player, coach, umpire, or  spectator; for any reason that deems necessary, at any League tournament, League game, playoff,  or exhibition event.

               

G. Can, along with Officers, hear appeals brought by the president from Trustee protest hearings.

 

 III. Meetings

A. Meetings for all Officers shall be held on the first Tuesday of every month

     at the Grant Memorial Building in Bethel, Ohio.

B. Meeting times will be at 7:30pm.

                                1. Meetings during the months of May, June, and July will be held at

                                 8:30 pm.

C. A requirement of six (6) Districts must be in attendance to hold an official meeting.

          a. Any district that are not at a meeting will be charged 50.00 to be add to the league fees.

          b. After missing 3 meetings, the offending district will be put on probation; if that district misses a 4th SOSLI meeting, that district  will be suspended from the league the following year.  

                     
        

D. All Head Coaches must attend the Mandatory meeting in April for any rules  change.

                    a. All coaches must attend a umpire classes give by the league and get a coaches card to able address the umpire in a game the card must be shown to the umpire at the start of the game.

E. All Officers, District Representative and Trustees must attend 75% or 9 out of 12 of all meetings call forth by the League. The year is Sept. through Sept.

a. Exception: The League President may present to the Board of Officers and District Representative an excusable absence to be voted on by said board, by any Board member requesting an excusable absence. Some acceptable excuses may include, but not limited too:

·         Work related duties.

·         Family emergency.

·         Game related duties.

                1. Failure to do so could result in any action taken by the League Officials.

F. A District not being represented at two (2) consecutive meetings cannot

     vote on any matter or issue brought up at the first meeting attended back.

G. A District not represented for four (4) meetings in a year, will be subject to

                removal of the League.

H. Each District Representative is to be present for the   

      mandatory scheduling meeting  when it is held.

I. Any district not represented by at any sanctioned SOSLI tournament, will lose the right to host tournaments for the following year.

IV. Fees

A. All fees are due at March meeting.

                                1. Fees are determined by the Officers at the January meeting.

B. Fees will include entry fees for the Mid-Season and End-of-Season

    Tournaments.

 

V. Districts

                A.. All Districts are to abide by the rules, by-laws, and amendments that the

                      SOSLI  sets forth.

                                1. No "Park rules" will override the League rules, by-laws, and

                                    amendments.

                                2. Failure to do so will be subject to removal from the League.

                B. All Districts are to be determined by the Elementary District that the player  

                resides/attends.

                                1. This will be checked when rosters are turned in.

                                2. The League will not accept players from out of league elementary

                                    schools.

                C. A player shall be released from one District to another, within our league, with the signing of a

                release form from the District Representative.

1. Any protest from a District Representative must be presented to the Board of Officers and District Representative for a vote. All protests and decisions must be presented and made in a timely matter, so that the player’s status on a team and availability to play is not affected.

                D. Any new Districts that are willing to join the SOSLI League, must submit a      

                 written request prior to the January meeting of the upcoming season.

1.        District Representative must have a majority vote (of those present) in order to grant admission.

E.    Districts cannot turn away eligible players.

VI. Teams

  A. All teams, coaches and assistant coaches will be consistent with the current years ASA Rule Book, SOSLI rules, regulations, and the by-laws.

                C. Any team that has try-outs to select players or utilizing “open contracts” are not eligible to play   

                   In this recreational league.

VII. Coaches/Assistant Coaches

 A. All Managers, Head Coaches and Assistant Coaches will conform to all ASA and SOSLI rules, regulations, and the by-laws.

 B. All Head Coaches are to turn in their current roster completed League forms including birth certificates to their respective District Representative.

                C. All Managers and Coaches must be at least 18 years of age.

D. All Coaches are to sign the Rosters at the bottom, stating they understand,

    and will conform to all ASA & SOSLI rules, by-laws, and amendments.

                E. All Coaches are subject to the action taken by the League Officers,

    District Representatives and Trustees on any infraction that occurs during regular season, playoffs, and League Tournaments.

              1. Failure to follow any action handed down, will constitute

                                     immediate removal of coaching in this League.

G. Head Coaches are responsible of reporting scores within forty eight hours of played game.

1. Failure to do so could result in forfeiture of that game, and further action may be taken by the League.

VIII. Players

                A. Each team will have players from their own District, or a player from 

                 another District within the SOSLI with a  SOSLI Release Form.

B. Age is determined the same as ASA rules, age at the time of sign up, as of Dec. 31st of the prior year. (Example, sign up is Jan 18, 2006, player A is 14 years old on Dec. 31st. 2005, that player is eligible to play 14U during the 2006 season).

 1. There will be no exceptions.

a. It will be the District Representative’s duty to inform their respective coaches and parents.

            B. Failure to abide by this rule will result in the team removed from the

                      League, and the District put on probation.

                C. The League has the right to change age divisions in order to provide an

                     adequate schedule for all teams involved.

                                1. Age divisions can be added or dropped year by year, depending on

                                    the number of teams in those respective age divisions.

                                                a. There will be a minimum of four teams per age group.

                                2. If a numerous amount of teams are entered into an age division, the

                                  SOSLI may split the division into more equal teams.

 D. All players are to have birth certificates turned in with contracts every year.

               

IX. Infractions

A. Any member of this League is subject to action taken by any Officer, District Representative or Trustee.

 B. There will be four (4) types of action taken on any infraction of the rules:

                                1. Probation

                                2. Minor Action

                                3. Major Action

                                4. Permanent Action

                C. More than one (1) action can be handed down to any player, coach,

                     spectator,  and/or umpires at one time.

 

D. If a new infraction occurs that is not listed, the Board of Officers and District Representatives will address the situation, and their decision will be final.

                1. The new infraction will then be permanently added as an

                     Amendment.

X. Probation

 A. Definition- the state or a period of being subject to a test or trial period.

 B. Probation will be determined by the Board of Officers and District Representative present on a majority vote.

                C. Probation will consist of the person being monitored at every League event,

     for the time period set forth by the Board of Officers and District Representative.

                D. Any act of defamation of character, un-sportsmanship, and, but not limited

                     to, any misconduct, will constitute as a violation, and will require further

                     action being taken.

                E. A list of possible actions leading up to probation includes, but not limited

                     to:

                                1. Belittling of the League and its respective Officials, players,

                                     coaches, spectators.

2. Reports from other District Representative of un-sportsmanlike  behavior, etc.

                                3. Arguing of the rules set forth by the League.

 

XI. Minor Action

                A. A minor action will also include, but not limited to a probation period and

                     any action thereafter.

                                1. Ejection of the remainder of the game.

                                 2. Ejection of the following game.

 3. Having the League officers hand pick an umpire for a certain game(s).

                4. Having an Officer present during a game.

5. Having the League Officers or the Secretary assign a game date, if a makeup game cannot be decided upon by both teams and their respective District Representative.

 B. Any minor action will be handed down by the President on an immediate 

                 decision, or by a majority District Representative vote of those present.

                C. Failure to follow the action handed down will result in, but not limited to,

                     any major action that is deemed necessary.

1. The District Representative is also vulnerable if the action handed down is not abided by.

                D. If a player, any coach, and/or spectator(s) are ejected from a game, they are

                 immediately suspended from the next scheduled game, whether it be a

                     regularly scheduled game, playoff game, or a tournament game.

XII. Major Action

A. A major action is handed down when it is deemed necessary by the

     President, and ultimately the District Representatives.

B. The list of major actions are, but not limited to:

1. Immediate suspension made by the President until a District Representative meeting is held.

2. Suspension of two (2) or more games.

3. Removal from a tournament

4. Not being able to participate in a tournament, whether it is an

    individual, group of people from a team, and/or the whole team.

C. Acts that should require a major action are, but not limited to:

1. Harassment of any player, coach (es), spectator, umpire, and/or

    League Official.

2. Not complying with all rules set forth by the League.

3. Failure to complete a legal roster for that age group.

4. Allowing an illegal player to participate in any game.

5. Foul language and misconduct behavior that is deemed detrimental

    to the  League, and ultimately the players.

6. Smoking within a 10-foot box around the team bench, and/or onto the playing field.

7. Missing numerous meetings by League Officials.

XIII. Permanent Action

A. Permanent Action will be taken as a last resort for any one or more people 

     not abiding by the Rules, By-Laws, and Amendments set forth by

     the League.

B. Anyone, any team, and/or any District will be subject to any

     permanent Action.

C. Permanent Actions are, but not limited to:

1. Removal of a player, coach, spectator, and/or an umpire from all  

     League activities.

                                2. Removal of a District from the League.

a. This will not include any player that was released to another  

     District the year of the removal. Said player will be  

      grandfathered in every consecutive year she plays.

D. The following infractions are causes for Permanent Action; but are not

      limited to:

1. ANY fighting at any League event.

a. Self defense will be considered a debatable reason.

2. Use of vulgar language.

3. Consuming alcoholic beverages prior to or during any League event.

a. Any Officer, Trustee, and/or District Representative may

    request a   breathe test by any Law Enforcement Agency, if    the person  denies consumption.

 

XIV. Umpires

A. Every umpire must pass the SOSLI Umpire Test with an 80% pass rate and umpire every game in accordance with ASA and SOSLI rules, by-laws, and amendments.

1. The District Representative will be responsible for administering the test.

a. Each district must be represented at a SOSLI sponsored umpire clinic at the   

     district’s expense.

2. All tests must be turned into the League Secretary for filing.

3. The District Representative will be the only person to administer SOSLI Umpire cards.

B.  If it is determined that an umpire calling games contrary to the rules of the ASA and SOSLI rules, by-laws and amendments, he/she will be subject to action taken by the Board of Officers, and District Representative’s.

D. Umpires are to show their umpire card during ground rules if requested.

1. Their name being posted on a "Certified Umpire List" in the parks

     concession stand, is acceptable.

2. Not providing an umpire card, or not being on the list/could result in the

     umpire being removed from the League.

E. If a District is reported on numerous occasions of not having certified Umpires for the proper age division, they are subject to any action taken by the League.

F. The umpire will be responsible for a written statement for any protest made

     by either team.

1. The District Representative will be in charge of acquiring this information.

2. Failure to due so could result in any action handed down by the

Board of Officers and District Representatives, both the umpire and the District Representative are susceptible to these actions.

G. All home plate umpires for the U7 age division and up, are required to have

     a facemask on.

H. Home team will provide the certified home plate umpire.

1. The visiting team may bring a certified base umpire. Visiting team to pay for this ump.

2. The base umpire will call plays at 1st and 2nd base, while the home plate umpire

     will make calls at 3rd and home plate.

I.  The League has the right to change or appoint an umpire(s) for any SOSLI

    game.

J. Ages of umpires are as follows:

                1. U6 age division will require an umpire 11 years old or older.

2. U7-U9 age divisions will require an umpire of 13 years old or older.

3. U10-U12 age divisions will require an umpire of 14 years old or 

     older.

4. U13 and up age divisions will require an umpire of 15 years old or

     older.

a. It is recommended that the U19 age group use an adult as an

    umpire.

K. Mid-Season Tournament umpires are the requirement of the District

     holding that age division.

1. Each District is to supply Certified Umpires for their respective age

     divisions.

2. Payment of umpires is the responsibility of the District holding the

     Mid-Season Tourney.

L. End-of-Season Tournament umpires will be offered to the League through

      each District Representative.

 

1. As many umpires will be used throughout the week for early round

     games as possible.

a. The most experienced umpires will be used for the later round

    games.

1. These umpires will be determined by the. District Representatives, and League Officers.

2. Payment of umpires is the responsibility of the district holding the tournament.

M. If the umpire cannot show his/her umpire card, or is not on the umpire list

                     at the concession stand as requested by a coach during ground rules (only at this point)

the coach may protest the game.. The game will be played and the protesting coach has the option of proceeding with the protest.

N. Umpires are to turn in a written statement to their District Representative of any ejections that occurred during his/her game.

1.        Failure to do so could result in any action taken by the League.

 

XV. Approval

A.      These by laws along with the SOSLI Game Specifications, and the 2006 ASA Rulebook are the sole governing By Laws of the SOSLI. These By Laws replace any previously existing By Laws. These By Laws were approved at the regular SOSLI meeting on December 6, 2005.
