XV. Game Specs
A. Innings:
1. U6- 4 innings
2. U7 thru U10- 5 innings
3. U11 & U12- 6 innings
4. U13 & up- 7 innings
B. Pitching and Base Distances:
1. U6- Pitching 35 ft. Bases 40 ft.
2. U7 & U8- Pitching 35 ft., Bases 45 ft.
3. U9 & U10- Pitching 35 ft., Bases 55 ft.
4. U11 & up- Pitching 40 ft., Bases 60 ft.
5. U19 Slow pitch- Pitching 50ft., Bases 65
ft.
C. Game Balls:
1. U6- 11” Incrediball
2. U7 thru U10- 11” Yellow optic, raised
seamed fast pitch ball
a. Must have an official ASA
stamp.
3. U11 & up- 12” Yellow optic, raised seamed
fast pitch ball
A. Must have an official ASA
stamp.
4. U19 Slow pitch- 11” White ball
D. Legal Games:
1. U7 thru U10- Any time after 2 ½ innings,
or if the losing team has had three (3) at bats,
a legal game
shall be called due to weather and/or darkness.
2. U11 & U12- Any time after 3 ½ innings, or
if the losing team has had four (4) at bats,
a legal game
shall be called due to weather and/or darkness.
3. U13 & up- any time after 4 ½ innings, or
if the losing team has had five (5) at bats,
a legal game
shall be called due to weather and/or darkness.
4. Any game not called a legal
game, shall be completed at a later date.
a. Play is to resume at the
same spot it was delayed at.

Restarting the game is an option, if agreed on by both
head (or an Interim
head)
Coaches.
a.
The
score books must be signed by both Coaches at time of agreement.
b. Tournament games will be
completed to the required innings or until the time rule
has
taken effect.
1. If the
time limit has taken effect after that inning has started, and the game has
to be delayed, that inning only shall be
completed when playable.
c. If the game is tied after
the completed inning, the International Tie Breaker Rule takes effect
in all games.
E. Run Rule:
1. U7 thru U10- 15 runs after 3 completed
innings, or any complete inning thereafter.
2. U11 & U12- 15 runs after 4 completed
innings, or any complete inning thereafter.
3. U13 & up- 15 runs after 5 completed
innings, or any complete inning thereafter.
4. Once the run rule has taken effect, the
game is legally over and must be stopped
F. Defensive Players:
1. U6 - U12- 10 Defensive Players
2. U13 & up - 9 Defensive
Players
G. Offensive Players:
1. Teams have the option of using the All
Batter Lineup, only batting their number of defensive
players, or
the number of Defensive Players plus the Extra Hitter (EH).
2. Once the Coach has committed to what type
of batting order he/she starts with, it must remain
in effect for
the whole game.
3. No out is to be recorded if a player is
physically injured or becomes ill during any game.
1. A Substitution can be inserted, or the space will be skipped
in the Scorebook.
H. Seven Run Rule:
1. U7 & U8 is mandatory Seven Run Rule.
2. U9 thru U13- Only one Coach must request
the Seven Run Rule during ground rules.
3. U14 & up- Both Coaches must request the
Seven Run Rule during ground rules.
I. Limit on Hitting of Batters:
1. U9 & U10: A pitcher cannot hit more than
four (4) batters in one inning.
2. U11 & up: A pitcher cannot hit more than
three (3) batters in one inning.
a. Effect: After the 3rd or
4th batter has been hit, the coach must remove
the pitcher from the pitching position for the
remainder of the inning plus one
(1)
full inning. The player is not removed from the
game, just removed from
the pitching position as a “Cool Down Period”.
1. If any
Coach is teaching his/her players to step into the pitch in an attempt
to get the pitcher out for the Cool Down Period
he/she will be monitored for
unsportsmanlike behavior.
J. Pitcher with the pitching circle.
1. All age groups with the exception of 18U: when any player assuming
the position of pitcher and is within the pitching circle,
that player must wear an SOSLI approved infield players mask.
XVI. Tournaments
A. There will be two (2) tournaments held by the SOSLI.
1. They will be limited to only League
teams.
2. A Mid-Season and an End-of-Season
Tournament.
B. Mid-Season Tournaments will be held in May or June, depending
on the age division.
1. The tournament will be allowed only two
(2) weeks to be played before being cancelled.
a. A rain out date will be
set for the second week.
2. If necessary, games may be played
throughout the week.
3. Two (2) League officials must be present at
all times in order to run the tournament.
a. Alternate Tournament
Marshals may be assigned in order to help out.
b. Alternates may include,
but not limited to:
1. A
District Rep.
2. Any other
League Officer
3. Any
District Association President.
4. If the Assigned Tournament Marshall has a
team playing in an age division at that tournament
site, an
Alternate Tournament Marshall must be assigned for that age division.
a. If no Alternate is
available, three (3) Coaches will be pulled together to make a
decision on the matter at hand.
1. Said coaches will not be of that age division, nor
from either District.
5. Each District will bid on two (2) age
divisions for a Mid-Season Tournament.
a. They will be paired
accordingly:
1. U7&U8
2. U9&U10
3. U11&U12
4. U13 & U14
5. U15 and
up and U6
b. After the bidding is
over, each District will then assign their respective tournament
dates and rain out dates..
1. Any
District that draws for a Mid Season Tournament that year, and does not
receive an age division, will have first pick of
which age divisions they
want for the following season.
a. The Secretary will keep records of who has tournament sites.
c. If there is an age
division that does not have a Mid Season Tournament site, the
Vice President will then
assign a site.
6. A team/player may elect to play a higher age
bracket, but may not play in two (2) age divisions
in the same
tournament.
7. Protests must be made after the play
happened, but before the next legal or illegal pitch,
or all
defensive players have left fair territory.
a. Any Coach demanding to
protest shall not be penalized for wanting to protest.
b. If a Coach protests with
the $50:
1. And wins,
at the judgment of the Tournament Marshall, he/she will receive
his/her money back.
2. And
loses, at the judgment of the Tournament Marshall, the money will be
turned into the League at the next
meeting.
3. If
the ASA rulebook deems it an un-protest able
call, the Coach will still lose
his/her money to the League.
a. All money lost in any Protests will go to the Treasurer for the
purchase of equipment, trophies, or
miscellaneous expenses
for the League.
8. A true double elimination format will be
used, with the consolation winner having a chance
to play the
championship winner for 1st place.
a. If the consolation winner
wins that game, a tiebreaker game will be played.
C. End-of-Season Tournaments must have at least five (5)
Tournament Marshals present in order to
run the tournament.
1.
End-of-Season Tournament will be ran the same way
as the Mid-Season Tournament.
2. The
District holding the End-of-Season Tourney does not have ultimate authority
of the
Tournament.
a. Any major decision must
be made by the Tournament Marshals who are present
at
the time the decision is to be made.
3. All teams U7 and up will be seeded
according to their end of season standings.
D. End-of-Season rotation will be as follows effective the
2009 season:
a. Districts may elect to
skip their turn in the rotation, but may not receive the tournament
until the rotation begins in order again.
E. Ejections from Tournament games will consist of the game
ejected from, plus the next tournament game.
1. If ejected twice in the same tournament,
that person is suspended from the remainder of the
tournament.
2. Once ejected from a regular season or
tournament game the person being ejected has two (2) minutes to
leave the
ballpark or their team will forfeit the game.
a. Said ejected person will
be reviewed by the Officers to see if further action is taken.
XVII. Protest
A. Purpose- A protest is used to clarify a rule that has
been misinterpreted. It is NOT intended for any
Coach, player, and/or a spectator to argue an umpires
judgment call.
1. A Coach shall not be penalized for
requesting a protest, i.e.: being ejected from a game.
a. This is not applied when
a Coach protests in an unsportsmanlike behavior.
1. This act
will be at the discretion of the umpire.
B. At the time of a Regular game protest, the umpire must
sign both scorebooks at the time of the protest.
1. The coach protesting must fill out the
Protest Form supplied by the District Reps.
C. $50 must accompany the Protest Form to the next District
meeting.
1. DO NOT hand the umpire the protest fee at
the game. The League will not be responsible for
it.
D. The District Reps. will bring
forth the Protest Form and the Trustees present will make a
decision based on the SOSLI
Game Specifications, By-Laws, and ASA rulebook.
1. If it is a new situation the final
decision will be made and recorded in this document.
E. The home team District Representative is responsible for
acquiring the written statement from the umpire.
1. Failure to due so could result in any
action handed down by the League.
F. Appeals
1. Refer to the Appeal Process in the SOSLI
by-laws.
XVIII. Adjusted Rules per
Age Division:
A. U6 Instructional Ball
1. 20 players max on the roster.
2. Only 10 defensive players on the field.
3. Only 10 batters per inning.
a. If an out is made, the
runner is to leave the base and return to the bench immediately.
4. An adult will pitch from 35ft.
a. A chalked line is
sufficient if no pitching rubber is in place.
5. Only two adult coaches will be allowed to
assist with the defensive players.
6. There will be two base coaches, and the
coach pitching the ball may assist.
a. There will be no physical
help of the base runners, such as grabbing the runner as
she
overruns a base, etc.
1. Effect-
the runner is out and must return to the team bench immediately.
7. Limit of three pitches before the use of
the batting tee.
B. All batters and base runners from U6 and up must wear a
face mask and a chin strap on their batting helmet.
C. U7 & U8:
1. An adult coach must pitch with at least
one foot starting on the pitching rubber.
a. If no pitching rubber is
available, a chalked line of two feet will be sufficient.
b. An eight (8) foot
pitcher’ circle must be used.
c. Must use an all batter
line-up
2. No coaches in the field when their team
is playing defense.
3. There will be two base coaches, and the
coach who is pitching may also assist with the runners.
4. Play will stop when the ball is in the
pitcher’s circle and in control of the defense player.
a.
The Coach Pitcher will not try to avoid the throw in order to allow his/her
runners to
advance. This will be considered unsportsmanlike conduct. The coach
pitcher must move to the
opposite foul line from where the ball is in play.
1. First time the umpire sees
a coach not following this rule-
a. Warning
b. 2nd time- Removal from the playing field.
1. The Coach may still coach, but from the team bench.
5. If the Coach Pitcher is struck with a
batted ball, the play shall be ruled a dead ball.
6. Strikes are to be called if a pitch is
within the strike zone.
7. There are no balls called, therefore, no
walks are issued.
8. A batter will either strike out, or hit
the ball.
9. There are no lead offs after the Coach
Pitcher has released the ball.
10. U7 A runner may advance only one base at a time from a any throw from
and defensive infield player.
D. U9 & U10:
1. May only steal one base per pitch, but no
stealing of home.
a.
If a runner attempts to steal home:
And
touches home plate, she is automatically out.
Does not
touch home plate, she is in jeopardy of being put out.
2.
Will not play the Live Third Strike rule.
3.
U9
Is allowed to bunt .
E. U11 & up:
1.
Will play by normal ASA rules, with the exception of the SOSLI By-laws and
game Specifications.
XIX. Regular Season
Standings:
A. Regular Season
Standings will be kept by the League Secretary or an appointed person.
B. Placements will be determined by the following
procedures:
1. Overall Win/Loss Record
2. Head to Head Record with the tying team(s)
a. If two teams have the
same record, have played each other one (1) time, the winner
of
that game will break the tie.
3. Playoff Game at a neutral
site
4. All teams in an age group must play an
equal number of games.
C. Scores must be submitted on the SOSLI website
(www.sosli.com) by the winning
team’s coach with in 48
hours of the completion of the game.
1.
Failure to do so
WILL result in a loss for both teams.
XX.
Points of Emphasis:
A. The purpose of this section will be to clarify rules and
calls that have come to the attention of the
League numerous times.
1. This section will be updated as needed.
2. SOSLI Game Specifications and By Laws
supersede the ASA Rulebook.
B. All
participants of the SOSLI are required to abide by the SOSLI Zero Tolerance
Code of Conduct and
be respectful to all coaches, players, fans,
parents, and umpires at all times.

a.
These Game Specifications were approved at the Regular SOSLI meeting on
January 5th, 2010.
